The Kentucky Experiment - Over a decade ago, Kentucky merged its two-year and technical colleges, citing many of the same reasons that are being used to justify the merger of Georgia's colleges. Kentucky's experiment resulted in fewer transfers from their community colleges to state universities over a ten-year period.

HB 301 - 3/19/09 -
Senate Committee Favorably Reported -"to change the name of the State Board of Technical and Adult Education to the State Board of the Technical College System of Georgia". No action.

HB 294 -
"to require legislative approval for the creation, consolidation, suspension, or discontinuation of a technical college or institution under the State Board of Technical and Adult Education". Died in committee.

An amendment was added to the bill. In the discussion of HB 294, the intent of the amendment is clear. The representative specifically states that he does not want to wake up to find that GPC is part of the technical college system.

"HB 294 passed with an amendment to require legislative approval when a two-year college merges with a technical school. The vote was 158 - 1 and that measure now moves to the Senate."

(The lone dissenting vote formerly taught at Valdosta Tech.)

There is also a December 15 document that the working group has not yet posted for whatever reason.
Below are the two major points of concern.

12/15/08 Draft Outline of Recommendations

a. Adopt a statewide definition of “ready” as no remediation needed for college or work entry and prohibit students from moving on until they are “ready.” This will further the work already well underway by GaDOE, USG, and TCSG, which aligns high school graduation requirements with college entry and placement, thereby reducing the need for remediation upon entering college. This will also reduce the need for remediation of skills upon entering the workforce as studies have shown that the skills needed for today’s workforce and college are similar.

d. Clarify the missions of Georgia’s post-secondary institutions by (a) charging the current Technical College System to administer all technical and 2-year academic programs offered in Georgia, thus building a Technical and Academic College System of Georgia (TACSG); b) charging the University System of Georgia to focus exclusively on research, 4-year degree programs, and graduate programs; and c) creating and enforcing pathways for student transfer between institutions and systems by forming comprehensive articulation agreements that clearly establish procedures governing the transfer of credits from one institution to another.

The merger was not mentioned in his speech, but several legislators asked about it.

The chancellor is followed by the commissioner of the Technical College System, and it lasts about 3 hours.
