than a decade since that state's technical colleges and community
colleges merged fewer students were transferring.
According to the news report, reasons for the decline in transfer
students included university requirements that make it difficult to
transfer credits and universities' reluctant to recruit students from
Kentucky's Community and Technical College System."
System hurts Kentucky college transfer students. Switch from community
colleges to state universities can be difficult, costly.

The Governor's "Tough Choices or Tough Times"

There is also a December 15 document that
the working group has not yet posted for whatever reason.
Below are the two major points of concern.
12/15/08 Draft Outline of Recommendations
a. Adopt a statewide definition of “ready” as no
remediation needed for college or work entry and prohibit students from moving
on until they are “ready.” This will further the work already well underway by
GaDOE, USG, and TCSG, which aligns high school graduation requirements with
college entry and placement, thereby reducing the need for remediation upon
entering college. This will also reduce the need for remediation of skills upon
entering the workforce as studies have shown that the skills needed for today’s
workforce and college are similar.
d. Clarify the missions of Georgia’s
post-secondary institutions by (a) charging the current Technical College System
to administer all technical and 2-year academic programs offered in Georgia,
thus building a Technical and Academic College System of Georgia (TACSG); b)
charging the University System of Georgia to focus exclusively on research,
4-year degree programs, and graduate programs; and c) creating and enforcing
pathways for student transfer between institutions and systems by forming
comprehensive articulation agreements that clearly establish procedures
governing the transfer of credits from one institution to another.

Chancellor Erroll Davis of the
University System of Georgia spoke at a Georgia House budget hearing.
The merger was not mentioned in his speech, but several legislators
asked about it.
To get to the chancellor's speech, fast forward (using the bar at the
bottom left) to 01:45:00.
The chancellor is followed by the commissioner of the Technical
College System, and it lasts about 3 hours.
